Washington County Commission and
Planning Commission
December 21, 1998
Page 4

However, in light of your city's zoning limitation of 165 feet, however, this was not
possible without a variance. The proposed site complies with this height limitation. This general
area was first identified as a location for a cell site on January 31, 1997. During the time that our
cellular engineers and real estate consultant worked to evaluate the alternative locations in this
area, one of the PCS licensees in this market obtained zoning approval and built a cell site that is
about one-third of a mile from the proposed site. Unfortunately, that pole is only 120 feet tall,
and the owner of the tower, U S WEST Wireless, occupies the top two locations or 20 feet with
its own antennas. Because our antennas must have a horizontal separation of a further 20 feet to
avoid interference problems, the highest collocation space available is only 80 feet above ground
level, less than half the height of the proposed site. Another 2 miles to the east is a 145 foot, self
support tower that already has 3 collocations occupied, including a dish or link antenna. The
tallest available collocation on that site is at. approximately 90 feet, just over half of the requested
height.

While these other sites would not work for our installation, the proposed tower will be
built to accommodate two other users. And its height would ensure that the taller of those
installations would still be at 145 feet above ground level. We have enclosed a map showing the
relative locations and of the existing and proposed sites. At your meeting we can also show the
signal differences between the proposed site and the existing, shorter sites to help you to better
understand the needs of AirTouch subscribers in and around your city.

CONCLUSION

I hope this letter will serve to better explain our application and to answer some of your
questions. If we can be of further assistance, please feel free to contact me at (612) 330-3003.
We look fonvard to working with you to provide better cellular phone service to the northern
Washington County area.

Sincerely,

HESSIAN, McKASY & 80DERBERG, P.A.
Jaymes D.
