CASE

CONSIDER AUTHORIZATION OF RESOLUTION CONCERNING OFFER OF
TO TaE MINNESOTA STATE COLI EGES MD UNIVERSITIES
BOARD FOR CONSTRUCTION OF A NEW TECHNICAL COLLEGE
By: James E. Norman, City Administrator

Background:

I
I
I
I
I
I
I
I
I

The Anoka-Hennepin Technical College General Advisory Committee began strategic
planning sessions in September 1998 to determine to construct a new technical college
facility on the current site or consider alternative sites. It became evident to the City of
Ramsey that there existed serious limitations to construction of a technical college on the
current site. The limitations included the inadequate land available for future expansion,
the high cost of condemnation and clearing of neighboring businesses, and the lack of
space available for the location of a commuter rail station and the accompanying Park &
Ride. Due to the previously discussed concerns, the City of Ramsey initiated a process
that led to a proposed offering an alternative site location for consideration by the
Minnesota State Colleges and Universities System 0VInSCU).

The City of Ramsey had already initiated the process of selecting a site for a new
industrial park, and the site search had centered on a site in the south central portion of
Ramsey, immediately north of T.H. #10 - 169, near the Ramsey Boulevard intersection,
described as the east portion of Section 28 of the City of Ramsey. The City Council
authorized the City Attorney to begin acquisition efforts of the 149.11-acre site during the
Council meeting of January 12, 1999. During a Council work session held on February
2, 1999, the City Council directed Staff to prepare a resolution which would provide the
MnSCU Board land, contingent upon the location of a new technical college on the site.

A resolution has been prepared, as directed by the Council, providing an offer of land to
MnSCU in consideration of a location for construction of a new technical college.

CounciIAction: ~ 6~l ~ [ ~]~ 0~~~
Motion to adopt Resolution 99-02- authorizing an offer of land to the Minnesota
State Colleges and Universities Board for construction of a new technical college.

.I
I
I

Reviewed by:

City Administrator
City Attorney

CC: 02/09/99
