It was suggested that <br />additional information would be helpful in allowing the Council to better envision the scope of <br />this project. On July 28, 1998, the City Council made a motion to work with Anoka County <br />Community Action Program (ACCAP) to utilize the properties obtained for the T.H. #47 project <br />for special needs housing. Copies of the minutes fi.om this council meeting, and the July 21, <br />1998 Road and Bridge committee meeting are attached. <br /> <br />In all 13 homestead properties are proposed to be acquired for this project. A parcel comprised <br />of a combination of seven of these properties is attached to this case to illustrate a sketch plan of <br />the ACCAP proposal. Of the existing seven homesteads within this parcel, two would be <br />removed to accommodate the alignment of Sunwood Drive. The remaining five homes would be <br />located on a parcel of approximately 4.2 acres bounded between Sunwood Drive and T.H. #47. <br />This seven unit block of homes originally comprised a total area of 11.2 acres. Approximately <br />1.9 acres of highland area would be severed west of and north of Sunwood Drive. The <br />remaining 5.1 acres would be consumed by road right of way and wetland. <br /> <br />The total appraised value of this seven lot block of residences is $787,000 which is divided <br />between $566,000 in improvement and $221,000 as land value. These values are based upon the <br />Fall 1998 appraisals commissioned by the City for acquisition of the property. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Council Action: <br /> <br />Staffneeds to have direction as to how to proceed. At the present time, the staffhas been relying <br />on ACCAP to be responsible for the disposition of ail thirteen of the acquired homesteads. If this <br />present course is to be reaffirmed, staff should be directed to draft a formal agreement with <br />ACCAP to this effect. If there is to be a change fi.om the above scenario and the City is to be <br />responsible for disposition, it would be staffs' recommendation that the City offer the properties <br />for sale, if relocated off the property, and then commence with the demolition of the remaining <br />homes. <br /> <br />Review Checklist: <br /> <br />City Attorney <br />City Administrator <br /> <br />CC: 02/09/99 <br /> <br />I <br /> <br /> <br />
