Construction of the proposed project will disturb approximately 14.5 hectares (35.9 <br />acres). <br /> <br />Construction for the proposed project is anticipated to begin in October 1999 and bc <br />completed by December 2000. More spccif/c information on cor}struction staging will be <br />provided, as required, as part of the NPDES permitting and watershed approval <br />documents. <br /> <br />Minnesota Department of Natural Resources (MnDNR) <br /> <br />(MnDNR concluded that an EIS is not necessary.) <br /> <br />Minnesota Pollution Control Agency (MPCA) <br /> <br />As stated in the Economic h'npacts Section of thc EA, the extension of Sunwood Drive <br />woulcl result in the potential for redevelopment £or the properties located west of the TH <br />47/149 Avenue NW intersection. As there are no wetlands located in the area southwest <br />of the proposed Sunwood Drive extenslo~, no secondary environmental impacts to <br />wetlands would result if redevelopment occurs at this location. The area northeast of the <br />proposed Sunwood Drive extension wit1 be rcdeveloped as a wetland mitigation site as <br />part or the proposed project. Them will be no additional developable land at the <br />northeast Sunwood Drive extension, therefore, there will be no future seconchtry <br />environmental impacts to wetlands in this area, either. This informatio~ will be <br />submitted, as required, with the request for Section 401 Certification for the Section 404 <br />Permit. <br /> <br />2 A hot-spot analysis was completed as part of the EA. See Section III.C, 1, page 25. <br /> <br />Noise abatement was not analyzed or proposed bccausc thc project is a Czttcgorical <br />Exclusion (i.e. it includes the addition of turn lanes, intersection channclization and <br />safety improvements, but no significant change in alignment or capacity), The <br />Categorical Exclusion status makes the project exempt from noise abatement <br />requircn'tcnts. In addition, it should be noted that, because Build and No Build <br />volumes are the same, construction of the project would not result in additional adverse <br />noise impacts (compared to the No Build conditions) for existing residents in thc study <br />re'ca. Therefore, noise mitigation is not proposed as a part of the project. <br /> <br />4 <br /> <br />As the year 2008 forecast traffic volumes for the No Build and Build conditions are the <br />same and no additional through lanes are being proposed in thc con'/der that w~mld bring <br />noise levels closer to adjacent sensitive receptors, the modeled noise levels are also thc <br />same. See Section 11I.C.2, page 28 of the EA. <br /> <br /> <br />
