The golf course and associated business park could then take full advantage of the existing <br />park lend and wetlands, thereby adding and protecting open space in this area. The Park and <br />Kecreation Commission is being asked to examine thc issue now to understand how a course would <br />benefit the commercialfmdustriaI land s~lcs and property valuation. A $3,500 proposal to address <br />these issues has been submitted by a consultant. Monies for this prelect were included in the 1999 <br />Parks Operations Budget. Mr. Boos e×plaincct that should the City Council decide to approve the <br />feasibility study, the Park and Recreation Commission as weft as the Economic Development <br />Authority and Planning Commission would be involved throughout the process. <br /> <br />Mr. Norman mated it was considered to be Phase IV of the business park development and Council <br />has authorized staff to bcgin negotiations with the property owner. While drafting the plans, it was <br />determined there are a lot of lands that are undevelopable due to wetlands, plus there is the landfill <br />land which is protected by the PCA and held to not be developed so the groundwater can be checked. <br />However, the PCA would not mind using that land as park land or a golf course. He noted that if <br />disbursed between office buildin~ and undevelopable lands, a small executive course could be <br />considered to be integrated. It was felt a study should be conducted to determine [fit is ~asiblc and <br />what the operation costs would be. Mr, Norman advised that money for this feasibility has been <br />budgeted but it is understood one question the f~ibility would not answer is what entity would <br />operate thc golf course. Hc noted while the golfcours~ could be a public golf course, it could also <br />be a privately-run golf course, or a leased venture. <br /> <br />Ch~person Cook commented that it could also be a combin~ion ofthe two with the pro shop being <br />run independently to the golf' course which could bc mn by the City. He stated bc supports <br />conductin~ a feasibility study and looking toward a public city-owned golf course which could <br />provide revenues for the City's usc in other areas, including park development. <br /> <br />Commissioner golf¢ ~sked how many acres are involved. Mr. Boos stated he cannot recall the exact <br />acreage but that is one issue the report would identify, including probable configurations to maximize <br />utilization of the space, whether linear or some other in configuration. <br /> <br />Chairperson Cook stated there is an executive course (,par 3) in Brooklyn Park and he understands <br />thc ~een fe~s arc usually i~]led. <br /> <br />Mr. Boos stated this would not detract from C~ dollar~ and the primary consideration by the <br />Commission is to get their input, especially since this property may impact the park land issue. <br /> <br />Commissioner Droegemueller commented on the operation of the golf course and pro shop in the <br />City of Anoka and stated he would like to consider a city-owned golf course so thc City would <br />directly benefit from revenues raised, <br /> <br />Mr. Boos stated thc issue of who opcrateffowns the golf course would not be addressed at this time <br />and will not be..ans_wered in the proposed feast]~lity report. <br /> <br />Motion by Commiss/oner Droegemueller and seconded by Commissioner Ostrum to recommend the <br />City Council fund a feasibility report for a nine-hole golf course in conjunction with potential <br />commercial/industrial de'velO~ment south of the landfill.' <br /> <br />Motion carried.
