I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> F~CASE <br /> ALLOCATION OF <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Basically, CDBG funds are limited to being used for projects that benefit the handicapped, senior <br />citizens and Iow to moderate income persons; planning projects; economic development <br />activities; public facilities and improvements that meet elibility requirements, and historical <br />preservation. <br /> <br />The City of Ramsey's allocation for 1999 is $32,483.00. However, if there is an interest in doing <br />a more substantial project, the allocation of CDBG funds for the year 2000 can also be made at <br />this time for a total of $64,966.00 (minus $1,000 in county administrative costs). The City also <br />has $63,988.00 in CDBG funds that were diverted from the senior housing project that must be <br />reallocated. <br /> <br />Observations: <br /> <br />At the City Council work session on February 2, the following projects were discussed as <br />possible CDBG projects. Staff's findings on the eligibility of the various suggestions are also <br />noted. <br /> <br />· Old Town Hall Preservation ($100,000) <br />· Fire Station (only eligible if 51% of area residents are at a low to moderate income level) <br />· Studies (20% of funds cap - $6,500 for 1999 or $13,000 for 1999/2000) Redevelopment of Hwy. #10 ($20,000) <br />Improvements to C.R. #116 from Hwy. 47 to C.R. 57 - $10,000 (more 'technical' than <br />'planning' in nature and most likely not an eligible use of CDBG funds) <br />Economic Development Impact Study - $10,000 - $50,000 <br />· Hwy. #47 Transition Housing ($60,000+) <br />· ACCAP Townhomes ($60,000+) <br /> Redevelopment of blighted or polluted areas ($60,000+) <br /> <br />The City has also received the following requests from public service agencies: <br /> <br />~. Community Emergency Assistance Program $3,000.00 <br />2~. Rise $3,000.00 <br />3. Family Life Mental Health Center $5,000.00 <br />4. ACBC Food Shelf & Clothing $6,000.00 <br />5. North Anoka Meals on Wheels $4,307.00 <br />/6./ Alexandra House $2,000.00 <br />7. Arc of Anoka and Ramsey Counties $1,500.00 <br />8. ACCAP Senior Outreach Program $3,107.00 <br />9. Central Center for Family Resources $3,000.00 <br />/!0(/. Fathers' Resource Center $3,5Q0.00 <br /> <br /> <br />
