I <br />I <br />I <br />I <br /> <br />Ramsey Planning Commission, <br />15153 Nowthen Blvd NW <br />Ramsey, MN 55303 <br /> <br />EXHIBIT D <br /> <br />I am writing this so that my objection to the purpose rezoning of the property described below is recorded. <br />Property description is as follows: <br /> <br />Government Lots 2 and 3; and the Southwest Quarter of the Northwest Quarter, except the south 660.0 feet <br />of the west 181.5 feet; and the Southeast Quarter of the Northwest Quarter, except the West 1206 feet and <br />except the South 660.0 feet; and EXCEPT those portions platted as REILLEY ESTATES and REILLY <br />ESTATES 3~ ADDITION. <br /> <br />My family and I have been the residents at 15564 Juniper Ridge Dr. for the past eleven years. During that <br />time we always knew that the property described above would someday be developed. Before we <br />purchased the land and built the house on our lot, we questioned Mr. Les Miller as to how the land behind <br />us would be developed? He said, "The land was plotted to be the same size as ours lot, about one acre." He <br />even showed us a plat map. This map showed approximately sixty lots averaging one acre in size. The <br />same map was also on the brochure that we got from Regency Homes. Regency Homes is the contractor <br />who built our home and others in the neighborhood. Therefore it was one of the deciding factors that we <br />used in purchasing our lot from Les Miller, knowing that the land behind us would be developed into one- <br />acre lots. · <br />The quest by Arcon Development, Inc. to rezone the land described in the first paragraph from R- 1 Rural <br />Residential to R-1 Urban Residential should not be allowed. There is no reason to re-zone. There is no hard <br />ship if this land is not re-zoned; it can still developed into one-acre lots like we were originally told it <br />would be. <br /> <br />In the first, meeting with the representative from Arcon Development (Mr. Packer) we were given many <br />reasons why the land had to be developed into very small lots. The first reason was because large lots are <br />poor land usage. Secondly, we were told that this land was now inside the MUSA borders. Therefore the <br />Met council requires that all new houses inside the MUSA line be hooked to city sewer and water. Thirdly, <br />we were told that the land could not be developed into one-acre lots with city sewer and water because it <br />cost too much to develop it that way. <br /> <br />So far, everything the representative from Arcon Development told us that night has been disproven. First, <br />like most of the residents of Ramsey I choose to purchase a large lot and be surrounded by other homes on <br />large lots. I grew up in a small city lot and owned one in Anoka before moving to Rammy. Being able to <br />own a house on a large lot and being surrounded by other houses on large lots is why I move out to <br />Ramsey. A few years ago the citizens of Ramsey voted on and pasted a moratorium that would prevent <br />high-density developments such as this one from occurring. The second false statement he made that night <br />is that the Met council requires all new developments with in the MUSA bounders have city sewer and <br />water. City employees have told me that a house on a one-acre lot inside the MUSA bounders can have its <br />own septic system and well. Therefore the third reason to build a high-density development on this land is <br />also not valid. <br /> <br />Additional reasons why the re-zoning of this property should not be allow is the traffic problems that a <br />high-density development such as this would generate. Many city officials have told me that State Highway <br />47 is a state preservation highway and no real improvements can be made without the State consent I have <br />also been told the by some County officials that the State knows Highway 47 is a real problem, so-much- <br /> <br /> <br />
