! <br />! <br />! <br /> <br />PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission reconvened a public hearing on Thursday, December 3, <br />1998, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, to <br />hear further citizen input on the proposed Comprehensive Plan. <br /> <br />Members Present: <br /> <br />Acting Chairperson Ben Deemer <br />Commissioner Leo Anderson <br />Commissioner Chris Dempsey <br />Commissioner Sharon Jensen <br />Commissioner Charles LaDue <br />Commissioner Joe Wivoda <br /> <br />Members Absent: <br />Also Present: <br /> <br />Chairperson David Bawden <br /> <br />Sylvia Frolik, Zoning Administrator <br />James Norman, City Administrator <br />William Goodrich, City Attorney <br />Cindy Sherman, Community Development Director <br />Sean Walther, Community Development Assistant <br /> <br />CALL TO ORDER <br /> <br />Acting Chairperson Deemer reconvened the public hearing at 8:50 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik explained that this public hearing on the proposed Comprehensive <br />Plan is reconvening from December 1, 1998. <br /> <br />CITIZEN INPUT <br /> <br />John Enstrom, 8702 181st Avenue NW - stated he was a member of the Comprehensive Plan <br />Focus Group and attended all the meetings. He stated they basically came up with the <br />conclusion to keep everything the same but grow, which is an impossibility. He explained he <br />owns over 120 acres in the northwest corner of Ramsey which is proposed to be in "4 in 40." He <br />opposes this as 'permanent' development. He stated that between him and the adjacent <br />neighboring farm they own 200 acres with only 100 developable. The next adjacent 200 acres <br />are all non-developable. Taking all 400 acres, only 1 (2½-acre lot) in 10 (acres) would be <br />developable. He therefore requested that this area be opened up to 2½-acre lots. Mr. Enstrom <br />also mentioned that C.R. #64 should be addressed as it may become the 'freeway' on the north <br />side of town with the greatly increasing development of Elk River and Bums Township." <br /> <br />Public Hearing/Planning Commission/December 3, 1998 <br /> Page 1 of 2 <br /> <br /> <br />
