Councilmember Pearson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #03-06-156 <br /> <br />A RESOLUTION IDENTIFYING FINDINGS, APPROVING A COMPRHENSIVE PLAN <br />AMENDMENT TO CHANGE A LAND USE DESIGNATION CHANGE FROM LOW <br />DENSITY RESIDENTIAL TO MEDIUM DENSITY RESIDENTIAL, AND AUTHORIZING <br />CITY STAFF TO SUBMIT AN APPLICATION TO THE METROPOLITAN COUNCIL FOR <br />AN AMENDMENT TO THE COMPREHENSIVE PLAN <br /> <br /> WHER/IgAS, on May 6, 2002, the City of Ramsey received a request for an amendment to the <br />Comprehensive Plan from Tim Pomerleau of Oak Creek Builders for the purpose of changing the <br />land use designation from Low Density Residential to Medium Density Residential in the <br />Comprehensive Plan for the following legally described property: <br /> <br />That prat of the north half of the Southwest Quarter of Section 23, Township 32, Range <br />25, Anol~a County, Minnesota, lying northerly of 153rd Avenue NW and lying easterly of <br />the easterly right of way line of Anoka County Highway right-of-way Plat No. 1, except <br />that part thereof lying west of the following described line: <br /> <br />Commencing at the intersection of the north line of said north half of the Southwest Quarter <br />with the east line of said Anoka county Highway right-of-way Plat No. 1; thence easterly <br />along the said north line 214.98 feet to the point of beginning of the line to be described; <br />thence southerly at an angle to the left from said north line of 93 degrees 04 minutes 26 <br />seconds a distance of 196.19 feet, more or less, to the northerly line of said 153rd Avenue NW <br />and said line there terminating. <br /> <br />(the Subject Property) <br /> <br /> AND WHEREAS, the Comprehensive Plan approved in 2002 shows the subject property <br />designated land use as Low Density Residential; and <br /> <br /> WHERI~;AS, the Applicant is requesting that the subject property designated land use be <br />changed to Medium Density Residential; and <br /> <br /> WHEREAS, the Ramsey Planning Commission met on June 5, 2003, conducted a public <br />hearing, and recommended that the Ramsey City Council approve the request for an amendment to <br />the Comprehensive Plan; and <br /> <br /> WHEREAS, the adjacent land uses are designated as low density residential and medium <br />density residential and that the proposed medium density residential use allows for development up to <br />seven units per acre; and <br /> <br />WHEREAS, the Subject Property is bounded by County Road 57 and Alpine Drive; and <br /> <br />WHEREAS, the City finds that based on established zoning principals, a gradual increase in density <br />leads to compatibility among areas with different land use designations; and <br /> <br /> <br />
