Councilmember Kurak introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION/403-06-146 <br /> <br />RESOLUTION GRANTING AN EXTENSION OF <br />APPROVAL OF HIGHLANDS AT RIVER PARK AND <br />HIGHLANDS AT RIVER PARK 3ra ADDITION. <br /> <br />THE PRELIMINARY PLAT <br />FINAL PLAT APPROVAL TO <br /> <br /> WHEREAS, Arcon Development, Inc., hereinafter referred to as "Developer", has <br />properly applied for final plat approval on the following described property located in the City of <br />Ramsey ("City"): <br /> <br />Outlot A, Highlands At River Park, according to the recorded plat thereof, Anoka <br />County, Minnesota, EXCEPTING those parts platted a Highlands At River Park and <br />Highlands At River Park 2nd Addition, according to the recorded plats thereof, said <br />Anoka County, Minnesota. <br /> <br />(the "Subject Property") <br /> <br /> WHEREAS, on April 11, 2001, the City of Ramsey received an application and sketch <br />plan from Centex Homes for a proposed plat; and <br /> <br /> WHEREAS, on May 1, 2001, the Planning Commission reviewed the sketch plan and <br />recommended that the Developer proceed to the preliminary plat stage; and <br /> <br /> WHEREAS, on May 10, July 12, and August 7, 2001, the Park and Recreation <br />Commission reviewed the proposed plat and recommended that the park dedication obligations <br />be satisfied with a combination of land dedication and capital improvements to Woodland Park, <br />Bear Park, and area trails; and <br /> <br /> WHEREAS, on June 14, 2001, the Developer submitted a preliminary plat for the <br />proposed subdivision to the City; and <br /> <br /> WHEREAS, on June 26, 2001, the City Council rezoned the Subject Property from R-1 <br />Rural Residential to R-1 Urban Residential; and <br /> <br /> WHEREAS, on July 12, 2001, the Planning Commission conducted a public hearing, <br />tabled any action on the request for preliminary plat approval, and directed the Developer to meet <br />with City Staff to search for alternate street alignments that reduce the traffic impacts on adjacent <br />neighborhoods; and <br /> <br /> WHEREAS, on August 7, 2001, City Staff presented four (4) street alignment options <br />(A, B, C, and D) to the Planning Commission for review and the Planning Commission <br />recommended that Option B be presented to the City Council for approval; and <br /> <br /> <br />
