The access issue is something they will <br />have to continue to work on. <br /> <br />Mr. Engen stated that Ramsey Town Center, LLC is willing and able to commit to an agreement <br />where if they accomplish certain things, then the City can come forward and provide certain City <br />services. That would give the City the comfort of not having to speculate. In regards to <br />structured parking they are requesting a 50 percent cost participation from the City only once the <br />City sees substantial commercial development occurring. Ramsey Town Center, LLC would also <br />like the City to contribute into Phase I and Phase II of roadways. If they can commit to <br />$120,000,000 in housing they would like the City to participate in the roads in the commercial <br />area. <br /> <br />City Administrator Norman noted that they have not reached an agreement on the City's <br />participation of roadways. He has been pushing for more of a combination of residential and <br />commercial development requirements. What has been discussed is that a benchmark would be <br />set that the developer would have to commit to before the City's participation would have to kick <br />in. <br /> <br />Councilmember Elvig replied that he would agree that he would like to see a combination of <br />commercial and retail development occurring at the same time. <br /> <br />Councilmember Zimmerman stated that he could agree with the City participating in the <br />construction of Sunwood Drive and a north/south connection, but if it gets to be more than that <br />he did not know that he could agree with that. <br /> <br />City Administrator Norman explained that the project would support itself, just like a TIF where <br />they would take the revenue from the development to help create the Town Center. <br /> <br />Mr. Engen explained that part of the development agreement includes language that the City will <br />use any encouragement they may have to assist with receiving the County and MnDOT's <br />participation. In addition Ramsey Town Center, LLC wants to encourage the City to grow with <br />the development so they have agreed to contribute funds to hire additional employees that would <br />be required during the development of Town Center. Also included in the development <br />agreement is language to establish a Town Center Review Board that would be the advisory body <br />before being presented to the Planning Commission. <br /> <br />Mayor Gamec stated that he does not want to get into a situation where they have a Planning <br />Commission that feels they are not being kept informed. <br /> <br />Mr. Engen replied that the Planning Commission has become aware of the high demand the <br />Town Center will create on them. <br /> <br />Councilmember Strommen inquired as to how the Park and Ride facility would fit into the <br />structured parking. <br /> <br />City Council Work Session/July 15, 2003 <br /> Page 4 of 8 <br /> <br /> <br />
