Mr. Engen noted that the cost of the roadway improvements between the County and the State is <br />more than what they are asking the City to participate in. He emphasized that they really needed <br />the City's support on working with the County and MnDOT because their price tag is huge. <br /> <br />3) Staffing Needs <br /> <br />City Administrator Norman explained that they are looking at adding three additional positions, <br />which include an Associate Planner, Engineering Technician, and Permit Technician. In <br />engineering they are covering the costs very well and they feel the new position will be covered. <br />With the Permit Technician position they will come in well over budget for permits collected to <br />cover that position. The most difficult is the planning position, which is why they have requested <br />funding from Ramsey Town Center LLC to contribute funds towards that position. Ramsey <br />Town Center, LLC has committed to $125,000 for two years to pay for the position. <br /> <br />Mayor Gamec noted that the City will also need one or two more building inspectors. <br /> <br />City Administrator Norman replied that staff thinks that they can get by for a while with hiring a <br />Permit Technician. <br /> <br />Mayor Gamec replied that the City would have to have someone on the field to handle all of the <br />building inspections. <br /> <br />Councilmember Zimmerman suggested that they consider hiring an additional building inspector <br />as well. <br /> <br />Councilmember Cook noted that they are already short staffed. <br /> <br />City Administrator Norman stated that the City would be filling the already vacant Building <br />Inspector position. <br /> <br />Community Development Director Frolik noted that a Permit Technician would free up to 700 <br />hours of inspector time. <br /> <br />Councilmember Elvig stated that they should be trying to build up staff as soon as they know that <br />the project is going forward so that they become knowledgeable before the spike up in the <br />development. <br /> <br />Mr. Engen noted that he would be willing to provide the funds for the additional positions at the <br />time of preliminary plat or the signing of the development agreement. <br /> <br />Councilmember Elvig inquired if there will be a need for additional space with adding more <br />staff. <br /> <br />City Administrator Norman replied that they could probably get by for a couple of years. <br /> <br />City Council Work Session/July 15, 2003 <br /> Page 7 of 8 <br /> <br /> <br />
