Councilmember Elvig explained that they are talking about a timing issue. They are in bad times <br />and they should not be talking about building a lot of things they are not able to maintain. As <br />building in the City continues they will be able to afford more projects. <br /> <br />Councilmember Strommen recommended that the Finance Committee and the Park Commission <br />take a closer look at the issue. <br /> <br />Mayor Gamec recommended that the Public Works staff be involved in the discussion so that <br />they can discuss costs. <br /> <br />Parks/Utilities Supervisor Riverblood noted that he would research what other communities are <br />collecting in park dedication fees. <br /> <br />Consensus of the Council was to forward the issue to the Finance Committee for further <br />discussion. <br /> <br />5) Ramsey Greenway Project <br /> <br />Parks/Utilities Supervisor Riverblood stated that in late 2001, the City Council authorized staff to <br />partner with the Anoka Conservation District (District) in an application to the DNR for a <br />Greenway Planning Grant. This project was approved in the summer of 2002 with the District <br />performing the majority of the work to date. A draft report is now nearing completion. The <br />purpose of this endeavor was to identify all regionally significant habitat and connecting <br />'Greenways' in Ramsey. Staff intended on bringing the final report to the City Council for <br />consideration in August 2003, after the Management Team reviewed the draft document for any <br />corrections and additions. Mr. Riverblood inquired if the Council would prefer to receive a <br />formal presentation of the document at a work session so that the Council can answer any <br />questions or should it be done at a regular City Council meeting. <br /> <br />Councilmember Elvig stated that he would prefer to review the document at a work session. <br /> <br />Councilmember Strommen stated that she was comfortable with reviewing the document at a <br />work session as long as staff gave a fairly comprehensive presentation at the Council meeting as <br />well. <br /> <br />Councilmember Kurak inquired if they should televise the work session since it is an important <br />topic. <br /> <br />Mayor Gamec stated that he would prefer that the Council have the opportunity to address all of <br />their questions and then make another full presentation to the Council at a regular meeting. <br /> <br />Parks/Utilities Supervisor Riverblood noted that there are considerations that the Council needs <br />to discuss and make decisions about. <br /> <br />City Council Work Session/July 29, 2003 <br /> Page 12 of 13 <br /> <br /> <br />
