Captain Dwyer noted that there was not a lot the City could do to prevent the public from <br />bringing fireanus into Fire Station I. The other area the City is prohibited from restricting <br />firearms is at City parks. <br /> <br />Human Resources Manager Reed explained that the law does allow the City to prohibit <br />employees from carrying firearms. At this point staff is recommending that the Council adopt <br />the policy that is being endorsed by the League of Minnesota Cities. <br /> <br />Councilmember Cook inquired if it was a concern that people could bring a gun to a public <br />meeting, when Councilmembers would be prohibited from carrying firearms because they are <br />City employees. <br /> <br />Mayor Gamec questioned as to what the ramifications would be if the City were to post "no <br />firearms allowed" at public buildings. <br /> <br />Human Resources Manager Reed noted that some cities are including Councilmembers in the <br />policy and some are not. <br /> <br />Mayor Gamec stated that he felt that firearms should be prohibited in the Council chambers. <br /> <br />City Attorney Goodrich explained that it would be a civil disobedience for the City to post signs <br />prohibiting firearms at public buildings. Technically for the past 30 years people have been able <br />to receive permits and bring them into City buildings. <br /> <br />Councihnember Elvig replied that the problem with the law is that they as City staff would not <br />know if someone has a gun or not, but people would know that Councilmembers could not carry <br />a gun. <br /> <br />Mayor Gamec requested that staff research what other cities are prohibiting firearms at city <br />events, because he would like to prohibit firearms from any public building in the City of <br />Ramsey. <br /> <br />Councihnember Elvig concurred. <br /> <br />Captain Dwyer noted that if signs are posted at public facilities that firearms are prohibited the <br />Police Department would not be able to enforce it because of the conceal and carry law. <br /> <br />City Attorney Goodrich stated that it is against the law to post the signs, however it seems that a <br />lot of the population is rising up to oppose what the Legislature has done. It seems that the worst <br />thing that would happen is that the City would be told that they could not post the signs. <br /> <br />Captain Dwyer inquired if there would be any potential of a civil lawsuit. <br /> <br />City Attorney Goodrich replied that if anyone were to challenge the City it would be a civil <br />lawsuit. <br /> <br />City Council Work Session/July 29, 2003 <br /> Page 3 of 13 <br /> <br /> <br />
