Mr. Bauer noted that ghost platting was not the only option. <br /> <br />Mayor Gamec stated that he would recommend staying with the 2.5-acre lot, but he could agree <br />with allowing the access from 160th with an easement being provided for the connection of 161st <br />in the future. <br /> <br />Mr. Bauer inquired as to what would happen if the gun club property develops and the road does <br />not connect with the easement provided. <br /> <br />Councihnember Kurak replied that the City would vacate the easement. <br /> <br />Mr. Bauer inquired if they would be recommending a 66-foot easement. <br /> <br />Mayor Gamec replied yes. <br /> <br />Mr. Bauer noted that his property aligns with the center of 161st. <br /> <br />Mayor Gamec explained that they would take what was necessary on his property. <br /> <br />Assistant Community Development Director Trudgeon noted that it would probably be an <br />easement for 33 feet. <br /> <br />Mr. Bauer suggested that it be stipulated that if he develops the land he would have to provide <br />the easement for the connection of 161st. <br /> <br />Mayor Gamec replied that he would prefer to get the easement at this time. <br /> <br />Councilmember Kurak inquired if the Council had any concern with allowing the private drive <br />over right of way. <br /> <br />Mayor Gamec replied that they have another similar situation in the City. <br /> <br />Councilmember Elvig stated that he would be more in favor of having something private rather <br />than public especially if Mr. Bauer will provide an easement for a future road. <br /> <br />4) Relationship between Park Development and Maintenance <br /> <br />Parks/Utilities Supervisor Riverblood stated that at the June 10, 2003 Park and Recreation <br />Commission meeting, the City Council was invited to participate. The primary discussion was <br />two Park's Capital Improvement Projects, Alpine Park's playground area and Elmcrest's parking <br />lot construction. As an outcome of that meeting, one of the points raised was that the City should <br />be judicious in moving ahead with capital improvements if there are real concerns over the <br />availability of operational resources to maintain the new improvements. There is a myriad of <br />different directions in which this subject may be approached.
