Voting No: None. <br /> <br />Case #10: <br /> <br />Request for Preliminary Plat Review of Town Center Gardens; Case of <br />Brightkeys Development Corporation <br /> <br />Assistant Community Development Director Tmdgeon stated that Brightkeys Development <br />Corp. has submitted a revised preliminary plat for the development of a townhouse subdivision. <br />The property is generally located in the northwest comer of County Road 56 (Ramsey Blvd.) and <br />County Road 116 (Industry Blvd.). The total development site consists of 51.91 acres and <br />Brightkeys is proposing to develop a first phase of 156 townhomes on 23.12 net acres. The <br />Planning Commission and City Council has previously reviewed a sketch plan for the <br />development in September 2002. At the time, there was some discussion about bringing into the <br />development the two properties located at the northwest comer of the Hwy. 116 and Ramsey <br />Blvd. Brightkeys has used the ensuing time to enter into a purchase agreement with the two <br />property owners and they are now part of the plat. The development property, therefore, consists <br />of three separate properties, a large vacant piece and two lots the currently contain single-family <br />homes. The single-family homes will be removed and/or demolished as part of the development. <br />At the June 5, 2003 meeting, the Planning Commission reviewed a preliminary plat showing 152 <br />townhome units. After discussion about the proposed layout, the Planning Commission tabled <br />action on the plat in order for the applicant to change the layout of some of the units and to <br />address the City Engineer's comments. Staff also wanted to see the Traffic Generation Analysis <br />completed before they could make a recommendation. On June 25, 2003, the Planning <br />Commission held a special meeting to review the changes to the plat. Outlots A and C will be <br />for future development. The preliminary plat is proposing to develop a total of 156 townhomes; <br />6 eight-unit buildings (back to back), 3 eight-unit buildings (row house style), 7 six-unit <br />buildings (row house style), and 7 six-unit building (new urbanist style). The townhomes will be <br />subject to a site plan review for all other aspects of the proposal including but not limited to <br />architectural standards, off-street parking, structure setbacks, and landscaping. The subject <br />property is zoned R-2 Medium Density Residential which allows for townhome developments up <br />to 7 units per net acre. The net area (exclusive of wetlands in the development portion and major <br />road right-of-way) of the development is 23.12 acres in size, which results in a net density of <br />6.75 units per acre. The applicant has submitted revised drainage, utility, and grading plans <br />based on City Engineering Department comments presented prior to the June 5 and June 25, <br />2003 meeting. Staff presented comments at the meeting pertaining to the revised plans. The <br />development is served by a combination of public and private streets and driveway collectors. <br />Streets A, B, C, and D as shown on the plat are proposed to be public streets. The private streets <br />will be driveway collectors and will serve the majority of the townhome units. The plat is <br />showing on access onto County Road 56. This access will need to receive an access permit from <br />Anoka County. It is anticipated that improvements within the County fight-of-way near the <br />proposed accesses (such turn lanes and raised medians for right-in and right-out turning <br />movements) will need to be constructed by the developer. A traffic generation analysis has been <br />completed for the development of Town Center Gardens and finds that at full build out of the <br />development, traffic patterns will still operate at an acceptable level assuming the access <br /> <br />City Council/July 22, 2003 <br />Page 20 of 33 <br /> <br /> <br />
