Commissioner Shryock indicated miniature golf would be good for this location and would be
used by both genders.

Chairperson Johns noted miniature golf would reach all ages and families could go there.

Commissioner Ostrum stated the golf course would have to be well maintained and to be
successful it would have to be run privately, not by the City.

Commissioner Shryock suggested the whole block be turned over to a private recreation
developer. She suggested the Skate and Sports Park could also include space for roller blading,
which is done by a lot of girls.

Chairperson Johns stated there is a huge expectation by the residents that there will be a
community center in this downtown area, similar to Maple Grove or Shoreview. It could have an
indoor pool and play center and meeting rooms. The pool and facilities could be maintained by
the fitness center with an agreement between the fitness center and the City'that the residents
would be able to use it for a certain fee.

Parks/Utilities Supervisor Riverblood noted girls might also use the rope course.

Ms. Bartels suggested flexible space could be used for Volleyball.

Commissioner Ostrum suggested a sand volleyball lot.

Ms. Bartels indicated she would check to see what would fit in the area.

Commissioner Lehman suggested something could be laid over dug out areas in the Skate Park to
allow flexibility.

Parks/utilities Supervisor Riverblood responded that might be difficult. He noted most of the
people using the City's skating rinks play across the short part of the rink. The rinks are 200 feet
by 85 feet and the 200 feet is often too long.

Ms. Bartels indicated the swimming hole will cost about one million dollars to develop and a
spray deck would cost about the same. The ropes course may cost approximately 50 thousand
dollars.

Commissioner Stnb, ock commented they do not need an elaborate spray deck, just some sort of
spray system that can be turned on and off in the Civic Center.

Chairperson Johns stated they need to start seeing associated costs so they know if they are way
out of the element.

Parks/Utilities Supervisor Riverblood stated the task by time chart is important to determine
priorities. By looking at the meeting minutes they should be able to bullet point the policies they
want to achieve.

Park and Recreation Commission/August 19, 2003
Page 8 of 10
