CASE # 1 <br /> <br />CONTINUE TOWN CENTER RECREATION ASSESSMENT <br /> By: Mark Riverblood, Parks & Utilities Supervisor <br /> <br />Background: <br /> <br />The purpose of this case is to continue examination of the park and trail needs for the proposed <br />Town Center. <br /> <br />The most recent discussions by the Commission have recognized the need to identify the area <br />that will be credited towards Park Dedication, so as to understand the probable cash available for <br />causing Stage One improvements for the project. <br /> <br />Observations: <br /> <br />There are two primary elements to this case. The first is determining the expected cash versus <br />land Park Dedication ratio, and secondly, continued examination of what has been referred to as <br />the programming elements. (At this time it is not known if the Developers representatives will be <br />available for the meeting.) <br /> <br />As the Commission will recall, for purposes of City Council Preliminary Plat approval, the <br />Commission recommended that Park Dedication and Trail Fees be satisfied by cash until an <br />agreement was promulgated that offered credit for land or improvements. Staff is working with <br />the developer on the details of the Development Agreement and is progressing. It is expected <br />that Final Plat approval may be on the Councils agenda as soon as early fall. <br /> <br />The following calculations were supplied by the Town Center's Engineer. (Staff will proof the <br />numbers tbr accuracy): <br /> <br />32.94 goss acres is being proposed to be dedicated as 'park'. <br /> <br />However, I 1.55 acres are to be used for drainage and utility purposes (permanent easements) <br /> <br />Therefore, 21.39 acres of that land is 'high and dry' and potentially eligible for Park <br />Dedication. <br /> <br />The blanks below recognize that staff is in the process of discerning all of the differing <br />residential densities for t he myriad o f O utlots identified on the Preliminary Plat. This, as the <br />Commission is aware, is required because the percent of land dedication increases with increased <br />density-- and thus, relates directly to any cash contributions. <br /> <br />The Town Center is 322 acres and consists of residential and commercial uses and therefore, the <br />Park Dedication formula should take into account the different land versus cash percentages. <br />(Also consistent with past practice, the acreage's and square footages do not include arterial <br /> <br /> <br />
