CASE # 4 <br /> <br />PARKS FIVE-YEAR CAPITAL IMPROVEMENTS PLAN (CIP) <br /> By: Mark Riverblood, Parks/Utilities Supervisor <br /> <br />Background: <br />The purpose of this case is to both initiate discussion on the 5-year Parks Plan, and propose that <br />the Commission request City Council's approval to move forward with the remaining two <br />projects in the 2003 CIP. <br /> <br />Each year, the Park and Recreation Commission beg/ns the Capital Improvements Program <br />(C~) process by examination of the current, five-year plan. The CIP is revised to reflect <br />opportunities and changing priorities, and proposed projects are added to the last year of the <br />plan, which in this case is 2008. <br /> <br />After the Commission agrees on a draft plan, a public hearing is held for final considerations <br />befbre tbrwarding the request to City Council's Finance Committee. The City Council will then <br />adopt a Capital Improvement Plan for 2004 as part of the over all budget in December of this <br />year, which would include the first year of the Commission's five-year plan. <br /> <br />Observations: <br />Attached is the existing five-year CIP. The Commission should begin the review the plan, and <br />propose any modifications as necessarY. The Town Center project will certainly be a significant <br />element of the revised plan, and may have the effect of modifying elements of the existing plan - <br />with the proposed skate park (2006) as one example. <br /> <br />While it is not required, a Public Hearing on the plan will be set for late this year. There is no <br />action required at this time regarding the 5-year plan. However, Staff would recommend that the <br />Commission request City Council's approval to move forward with the remaining two projects in <br />the 2003 CP. Those are the Flintwood Terrace Shelter(s) and Irrigation, and the trail connection <br />from the Lake [tasca Trail Boardwalk to the neighborhood to the east at 164th Avenue. <br /> <br />Enclosed for your .information: <br />The 2003 to 2007 Parks CP. (page 23 in this agenda is the Flintwood project and page 26 is the <br />trail connection). <br /> <br />Commission Action: <br />Motion to recommend, City Council authorize the construction of the Flintwood Terrace <br />Shelter(s) and Irrigation, and the trail connection from the Lake Itasca Trail Boardwalk to the <br />neighborhood to the east at 164th Avenue. <br /> <br />Reviewed by: <br />Parks/Utilities Supervisor <br /> <br />P&R: 09/11/03 <br /> <br />Copies also distributed to: <br />City Administrator <br />Director of Public Works <br />Finance Officer <br /> <br /> <br />
