development agreement impacts as well as major developers that have provided them with letters <br />of intent. Those developers have a vested interest in seeing the development agreement. Aside <br />from those issues is the fact that they would like to start construction as soon as possible. <br /> <br />Consensus of the City Council was to schedule special meeting for September 2nd at 5:00 p.m. <br />and September 4th at 5:00 p.m. to discuss the development agreement. <br /> <br />Councilmember Elvig inquired if there was anything as a Council they could be doing to help <br />move the process along. <br /> <br />Mr. Engen replied that the one thing that would be beneficial is to meet with Councilmembers <br />individually before the Tuesday meeting. What is in the development agreement has been a <br />collaboration between the City and the developer and if they sense disappointment it is because <br />this particular part of the process dictates them as the developer rather than a community benefit. <br /> <br />Councilmember Cook stated that he strongly recommended that Council and the Mayor meet <br />with staff and Ramsey Town Center, LLC so that it is possible to approve the agreement next <br />week. <br /> <br />City Attorney Goodrich noted that meeting individually with each Councilmember can be <br />construed as a serial meeting and the Council has to be cautious of doing that. <br /> <br />Mayor Gamec requested that the Council be provided with the information on serial meetings. <br /> <br />Councihnember Elvig inquired if there Was a possibility to get a draft of the development <br />agreement to the Council before the weekend. <br /> <br />City Administrator Norman replied that they will get the Council the development agreement as <br />soon as they can. <br /> <br />Councilmember Elvig stated that he was tremendously dedicated to the project and wanted to see <br />it happen. <br /> <br />Mayor Gamec recessed the regular meeting of the City Council at 8:15 p.m. <br /> <br />Mayor Gamec called the regular meeting of the City Council back to order at 8:27 p.m. <br /> <br />Case #11: <br /> <br />Adopt Ordinance to Rezone the Holasek/Hamilton Parcel South of Riverdale <br />Drive NW from B-3 Highway Business to R-1 Residential <br /> <br />Community Development Director Frolik stated that on July 22, 2003, the City Council <br />introduced an ordinance to rezone the Hamilton/Holasek parcel south of Riverdale, west of <br />Sunfish Lake Boulevard from B-3 Highway Business to R-1 Residential, in accordance with the <br />Comprehensive Plan.
