February 17, 1999

Mr. Jon Olson
Anoka County Engineer
1440 Bunker Lake Boulevard NW
Andover, MN 55303

Re: 1999 County Highway Construction Schedule

Dear Mr. Olson:

Please accept this letter as the City's support for the following candidate projects on County
roads within the City of Ramsey during the 1999 construction season.

The City of Ramsey continues to be extremely supportive of the installation of traffic signals at
C.S.A.H. #116 (Industry Avenue) at Dysprosium Street/Thurston Avenue. Traffic continues to
increase at this intersection with the development of the nearby Ramsey and Anoka industrial
parks. The City encourages the reconstruction of C.R. #83 from C.R. #63 to C.R. #22. It is our
understanding that this project will be a part of the 1999 construction activities. Please advise if
this is not the case. The City of Ramsey would also strongly encourage both C.R. #56 and C.R.
#57 for inclusion in the County's 1999 overlaying program.

Although not a construction activity, the City of Ramsey continues to be very interested in
partnering with Anoka County and the City of Anoka to undertake a corridor study of C.R. #116
such that the segment between T.H. #47 and C.R. #57 can be upgraded to a four-lane, divided
highway at the earliest opportunity. The City of Ramsey is interested in initiating this study as
soon as possible. The City of Ramsey is requesting the County to act as lead agency in arranging
for the preparation of this study and the Joint Powers Agreement to facilitate the study financing.

Sincerely,

CITY OF RAMSEY

Steven J.
