Investments in <br />technology and training make it easier and faster to retrieve information and respond to citizen <br />requests. That investment is reinforced by employee training. About 2% of the City's operating <br />budget [$43,345] was earmarked for training in 1996, 1997 and ih 1998. <br /> Emphasis over the past several years has been placed on ensuring that this community is <br />on finn financial footing. This goal has been addressed by diversification of its tax base <br />evidenced by the growth of the commercial and industrial sectors of the City. The only <br />mitigating factor to the industrial growth the City has experienced over recent years is the <br />limitation to available industrial land. The City, with the assistance of its recently reorganized <br />Economic Development Authority, will need to take measures to insure that more industrial land <br />is available for future industrial growth. Fully capitalizing these funds ensures that programs <br />such as park development, equipment replacement and street maintenance do not require tax <br />dollars to support City efforts. In all three cases, City expenditures are supported from interest <br />earnings from these funds within which the principal balances are secure. <br /> As with the past few years, 1998 was an active year. It is expected that 1999 will be as <br />well, even with the extension of the building moratorium while the comprehensive plan is being <br />updated. Hopefully through it all, we have been able to meet you needs and expectations as <br />residents and taxpayers. Questions or other input regarding the above are always welcomed and <br />encouraged. As always, your advice and financial support is greatly appreciated. <br /> <br />Challenges the City may embark on in 1999 include: <br />· Completion of the Comprehensive Plan and the corresponding zoning changes. <br />· Facility Issues - City Hall expansion, planning and initiation, old town hall refurbishing, and <br /> planning for a new community center. <br />· Consider storm water management fee system. <br />· Acquisition and Development of a new industrial park. <br />· Aggression trail and park development. ~ <br />· 25~year anniversary celebration (September). <br /> <br /> <br />
