i 1999 ANNUAL STREET MAINTENANCE PROGRAM <br /> By: Steven J. Jankowski, City Engineer <br /> Background: <br />I At tonight s meeting, public hearings will be held on Improvement Projects #99-01 through 99- <br /> 08, which will comprise the 1999 Annual Street Maintenance Program. A copy of the feasibility <br />I study was originally presented at the February 9, 1999 Council meeting. The City performed its <br /> first sealcoating work in 1981, and has had an annual program for addressing the preventative <br /> <br />maintenance needs of its bituminous streets since that time. A copy of the City's pavement <br />history and street maintenance program is illustrated in the attached table. <br /> <br />Through the 1990 program, it was the City's policy to assess the total cost of this program. <br />Beginning in 1991, the City changed policy, and now assesses 50 percent of the total project <br />cost. The City has a considerable investment in the 133 miles of paved roadway for which it is <br />responsible. It is estimated that the replacement costs of the bituminous and road base <br />approaches $10 million. In order to preserve the investment in its bituminous pavements, the <br />City has a maintenance goal of applying a sealcoat to new pavements, including overlays after a <br />five-year period and to reseal and overlay as needed at seven-year succeeding intervals. <br /> <br />This year's program consists of eight individual projects, covering 13.1 miles. Three Projects <br />covering 6.77 miles consist of crackfilling followed by a sealcoat application. Two of these <br />projects involve the first sealcoating of the pavement since its initial construction. These two <br />projects have markedly reduced assessments because escrows deposited by the subdivision <br />developer have defrayed the majority of the project costs. The additional five projects covering <br />6.33 miles involve 1-1/2 inch bituminous overlay. Projects have been aggregated by properties <br />having similar lot sizes and pavement conditions, usually by subdivision. Total project costs are <br />then calculated for each project and divided equally among the number of benefited properties. <br /> <br />In summary, the 1999 program to sealcoat and overlay 13.1 miles of City streets has a total <br />project cost of $400,216. Financing of the program is anticipated as following: <br /> <br /> City Fund $175,436 <br /> Developer Escrow 49,340 <br /> Assessments . 175.440 <br /> Total $400,216 <br />Council Action: <br /> <br />Following the public hearing, the Council should direct any revisions to the feasibility study it <br />deems necessary as a result of the comments made at the public hearing, as the feasibility study <br />will serve as the basis for determining the work to be performed and the method in which costs <br />will be financed. Assuming no petitions are received from a majority of the benefited properties <br />opposing the improvement, the Council will be asked to order the projects at the May 12, 1998 <br />meeting. It is anticipated that contracts will be awarded at the June 8, 1999 Council meeting and <br />work will be performed during June and July.
