CASE # <br /> <br /> REQUEST FOR SITE PLAN APPROVAL; CASE OF TRADESMEN pROPERTIES <br /> By: Sylvia Frolik, Zoning Administrator - <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan approval from Tradesmen Properties. <br />The plan proposes to construct an office/warehouse facility on Lot 2 of Block 1 in the Oakridge <br />Industrial Park. The following items are enclosed: <br /> <br /> a) Site location map <br /> b) Site plan <br /> e) City Staff Review Letter dated February 25, 1999 <br /> d) Proposed contract <br /> <br />I <br />I <br />1 <br />I <br />I <br /> <br />Observations: <br /> <br />The office warehouse use is consistent wi~ the permitted uses in the Industrial zoning district. <br />Lot coverage is restricted to 35% of the site; the plan proposes a 10,107 square foot building <br />which is equal to 23.6% lot coverage. The building height is proposed to be 22 feet; thig' is in <br />compliance with the 35 foot height restriction in City Code. The building location meets all of <br />the required setbacks from property lines. <br /> <br />Code requires that pre-east concrete units be integrally treated with a decorative material or <br />texture. The south and west walls of the building were proposed to be rock face block and the <br />north and east walls were proposed to be smooth face block. The smooth face block does not <br />meet code and following a discussion with the Planning Commission on March 2, the applicants <br />offered to do all four walls in a rock face block. <br /> <br />I <br /> <br />The plan shows two accesses onto Sunfish Lake Court N.W., which is acceptable to the City <br />Engineer. <br /> <br />I <br />I <br />I <br />! <br />I <br /> <br />The property is surrounded by industrial parcels and no screening is required. The plan complies <br />with the requirement for 20 feet of landscaped area adjacent to the street. The mount of <br />impervious surface on the site limits the landscaping opportunities, staff is recommending <br />extending the landscaped area around the northeast comer of the site to add more green space to <br />the project and deter vehicles from parking in the fire lane. The small strip of landscape area <br />along the retaining wall could present maintenance problems. Because of the change in <br />topography between the subject property and the property to the north, the plan includes an 11 <br />foot retaining wall. The building code requires fencing on top of the retaining wall to prevent <br />accidental falls. <br /> <br />In accordance with City Code, the trash enclosure will be constructed of concrete block with a <br />cedar gate. <br /> <br /> <br />
