I I I I I I ,I I I ,I I I I I I I I Case # T.H. g47 STP PROJECT LAND ACQUISITION UPDATE By: Steve Jankowski Background: The City is responsible for acquired the necessary right-of-way for the T.H. #47 STP Project. You may recall that 12 existing residences will need to be acquired for the project, (one vacant property was acquired in February 1999). These properties have been appraised, and the amounts of the appraisals had been authorized to be offered to the property owner back at the December 8, 1998 meeting. The FONSI is anticipated to be received March 12, 1999. Our land acquisition consultant, Evergreen Land Services, has been contacting these property owners over the last two weeks to discuss the relocation process. They will be scheduling appointments with homeowners beginning the week of March 15, so that the offers can be made shortly after the FONSI is received. At this time, there are two issues which need to be addressed by Council. First, we have been advised by Evergreen Land Services, that it is customary, but not required, to offer relocated residence the opportunity to remain in their homes for a period of ninety days beyond the date of closing rent free. This provision has several benefits for the City. First, it encourages residents to close on the property at an early date. Second, it provides security for the property after the date of sale, since having residents on the premises discourages vandalism. Third, this promotes good relations between the City and these residents who are being asked to relocate to promote a public purpose. Staff would like our consultants to have the authority to make this offer to the residents when they meet with them to present the offer.
