lit) <br /> <br />buildings that generally give greater attention to aesthetics and image than developments on rural <br />lots without city services. (Ramsey Business Park 95 is a good example). They also are more <br />environmentally sensitive developments by adhering to Urban Best Management Practices for <br />site design and construction. <br /> <br />The Comprehensive Plan focuses on future industrial park type development as opposed to <br />independent industrial buildings. The current draft Comprehensive Plan indicates that the area <br />including the project site is staged to receive urban services by 2005. <br /> <br />The Comprehensive Plan includes redevelopment planning as an economic development strategy. <br />The Highway 10 Ramsey subdivision is recommended as an area that warrants further study for <br />redevelopment because of potential environmental concerns (railroad tie and construction <br />equipment storage and miscellaneous dumps) and unsightly inefficient land use. Given the <br />current state of the Highway 10 Ramsey Subdivision, it is safe to assume that as future <br />development occurs around this area, pressure will be put on the City to clean up the areas image. <br /> <br />Recommendation <br />The Comprehensive Plan generally describes the desire for clean industry, quality architecture <br />and design, and development that generates high property tax revenues. The zoning ordinance <br />has the responsibility of implementing the Comprehensive Plan by identifying more detailed <br />business uses, defining setbacks, architectural standards, landscaping and buffering provisions, <br />and requirements for utility connections. <br /> <br />The development moratorium was enacted to allow the City time to finish the Comprehensive <br />Plan and amend its official controls (zoning ordinance) to implement the plan while preventing <br />future development that may not fit the intentions of the plan. <br /> <br />Given the nature of the Kenko project and the existing site conditions, one could conclude that <br />the project compliments surrounding development and could be excepted from the moratorium. <br />However, given the desires of the community for a cleaner image and higher quality architecture <br />and design, the City may wish to implement greater controls for industrial development outside of <br />the current urban services area through its zoning ordinance and should not except the project <br />from the development moratorium until the zoning ordinance can be updated. <br /> <br />If the city should determine to except this project from the development moratorium it should <br />address the following points: <br /> <br />1. What should the future of the Highway 10 Ramsey Subdivision be, a place for outside storage <br /> of contractor equipment (existing) or a more development intensive light industrial park? <br /> <br />If the City envisions this area as a place for outside storage of contractor equipment, special <br />attention should be given to appropriate screening and buffering from future non-compatible <br />developments. Furthermore, strong consideration should be given to aesthetics of the site as <br />visible from major public roadways such as Armstrong Boulevard. <br /> <br />Because urban services are being staged for this area it is important to ensure the site is <br />compatible with the future delivery of urban services and the potential for future development <br />with urban services on surrounding properties. <br /> <br />4.
