Councilmember introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #99-03-XXX <br /> <br />RESOLUTION PROTESTING THE AUTHORIZATION TO INSTALL AND OPERATE <br />A PIPELINE FOR NORTHERN NATURAL GAS COMPANY <br /> <br /> WHEREAS, on February 10, 1999 the Federal Energy Regulatory Commission gave <br />notice of a request by Northern Natural Gas company under blanket authorization to add a <br />pipeline in the City of Ramsey; and - <br /> <br /> WHEREAS, Northern Natural Gas Company does not have appropriate easements in <br />place to install the pipeline; and <br /> <br /> WHEREAS, Northern Natural Gas Company has contacted the City of Ramsey and <br />certain residents regarding the need for additional easements to install the pipeline; and <br /> <br /> WHEREAS, the City has concerns regarding the function of the pipeline and the <br />operations regarding emergency shut-offs find safety; and <br /> <br /> WHEREAS, the permit should not be granted prior to easements being in place to allow <br />affected property owners time to negotiate temporary and permanent easements. <br /> <br /> WHEREAS, the federal process requires that the City of Ramsey file an official protest <br />in order to allow a more thorough review of the permit; and <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, THAT: <br /> <br />The City of Ramsey hereby protests to the issuance of a blanket authOrization to <br />Northern Natural Gas Company because adequate easements do not exist for the <br />installation of the referenced pipeline and because the city is concerned about <br />emergency shut-off equipment. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Couneilmember <br />and upon vote being taken thereon, the following voted in favor: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br /> <br />
