Reha on January 15, 1999, at 9:30 a.m. at the city hall chambers in the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard, Ramsey, Minnesota. William K. Goodrich, <br />Attorney at Law, Randall, Dehn & Goodrich, 2140 Fourth Avenue North, Anoka, Minnesota <br />55303, appeared on behalf of the City of Ramsey ("the City"). James Gilbertson, manager <br />and husband of Dolores Gilbertson, president and owner of JR's Saloon & Food, 6141 <br />Highway t0 N.W., Ramsey, Minnesota 55303, appeared on his own behalf without <br />counsel. The record in this matter closed at the receipt of the hearing transcript on March <br />3, 1999. <br /> <br /> This Report is a recommendation, not a final decision. The Ramsey City Council <br />will make the final decision after a review of the record. The City Council may adopt, reject <br />or modify the Findings of Fact, Conclusions and Recommendations contained herein. <br />Pursuant to the City of Ramsey Ordinance 98-02 section 12, Subd. 5, appeals of any <br />decision made by the hearing officer shall be filed in the district court for the jurisdiction of <br />the City in which the alleged violation occurred. The parties should contact the City of <br />Ramsey Administrative Offices, 15153 Nowthen Boulevard, Ramsey, Minnesota at (612) <br />427-1410 to ascertain when the City Council will consider this matter and the procedure for <br />filing an appeal. <br /> <br />STATEMENT OF ISSUES <br /> <br /> The issues presented in this matter are whether an employee of JRs'Bar and <br />Saloon & Food violated the provisions of the City of Ramsey Ordinance #98-02 by. selling <br />tobacco products to a minor, and, if so, whether adverse action should be taken against <br />the cigarette sales license held by Dolores Gilbertson, owner of JR's Saloon & Food. <br /> <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br /> <br /> <br />
