I
i
I

CASE

REVIEW 1999 STREET MAINTENANCE PROGRAM ISSUES
By: Steven Jankowski, City Engineer

Background:

At the March 9th public hearing on the street maintenance program, there was a request that
Improvement Project #99-03, the sealcoating of the Rivenwick subdivision, be postponed for one
year to allow for several vacant lots to have homes constructed. This would have the benefit of
avoiding having heavy construction equipment marring the newly sealcoated surface. While this
is certainly a valid concern, it should be noted that there is a certain amount of impact to the
appearance of any sealeoat that is caused by having tires turning on the aggregate surface. This
usually happens in front of driveways.

The negative impact of delaying this project for one year is primarily the interruption of the
program. Rescheduling will require more administrative effort, and will cause available funds
for needed maintenance to go unspent, at least for a twelve-month period of time. Perhaps
scheduling an informational meeting on the program in early November would be one method of
identifying concerns early enough in the process to allow time for adjustment.

Committee Action:

The Public Works Committee should decide on whether Improvement Project #99-03 should be
deleted from the 1999 program and rescheduled for the 2000 program. The Committee may also
wish to direct modifications to the program procedures.

Reviewed by:

City Administrator
Director of Public Works

PW:03/16/99
