I
I
I
I

I
I
I
I
I
I
,i I
'1
I
I
I
I
I
I
I

CASE #

153m)/155TH AVENUE EXTENSION BETWEEN
VARIOLITE STREET AND ARMSTRONG P, OULEVARD
By: Steve Jankowski, City Engineer

Background:

The 1999 CIP has a budget of $916,000 for the completion of the extension of 153rd/155th
Avenue between Armstrong Boulevard and Variolite Street. The project has been scheduled for
construction in 1999. Initially plans and specifications for the project were completed back in
1995; however, the project was never pursued due to competing higher priority projects.

In order to pursue this project at this time, plans and specifications need to be updated, right-of-
way needs to be acquired from six property owners, and temporary construction easements need
to be obtained from one additional property owner. Four appraisals were initially prepared for
these properties in 1995. One of these appraisals has been updated, however the remaining three
appraisals need to be revised. Attached is a letter from Evergreen Land Services Co. proposing
to coordinate the appraisal updates and negotiate the purchase agreements with the landowners.
Also attached is a letter summarizing the cost of updating the plans and specifications from
· z_RLK-Kuusisto Ltd., which is the engineering firm that had prepared the originals in 1995. The
total project costs have been summarized on the attached Summary of Costs.

Observations:

This project is now estimated at $172,795, or 19%, more than the amount budgeted in the CIP.
A decision needs to be made on whether to pursue this project in view of the increased cost.
Funds for this project are available through the City's MSA allotment.

Recommendation:

Staff recommends that Council direct staff to update the plans and specifications and direct
appraisals to be updated so that property negotiations can begin.

Council Action:

Motion to direct staff to update the plans and specifications and the property appraisals for the
153fa/155th Avenue Extension between Variolite Street and Armstrong Boulevard.

Reviewed by:

City Administrator
City Attorney
Director of Public Works
Finance Officer

CC: 04/13/99
