The project has been scheduled for <br />construction in 1999. Initially plans and specifications for the project were completed back in <br />1995; however, the project was never pursued due to competing higher priority projects. <br /> <br /> In order to pursue this project at this time, plans and specifications need to be updated, right-of- <br /> way needs to be acquired from six property owners, and temporary construction easements need <br /> to be obtained from one additional property owner. Four appraisals were initially prepared for <br /> these properties in 1995. One of these appraisals has been updated, however the remaining three <br /> appraisals need to be revised. Attached is a letter from Evergreen Land Services Co. proposing <br /> to coordinate the appraisal updates and negotiate the purchase agreements with the landowners. <br /> Also attached is a letter summarizing the cost of updating the plans and specifications from <br />· z_RLK-Kuusisto Ltd., which is the engineering firm that had prepared the originals in 1995. The <br /> total project costs have been summarized on the attached Summary of Costs. <br /> <br />Observations: <br /> <br />This project is now estimated at $172,795, or 19%, more than the amount budgeted in the CIP. <br />A decision needs to be made on whether to pursue this project in view of the increased cost. <br />Funds for this project are available through the City's MSA allotment. <br /> <br />Recommendation: <br /> <br />Staff recommends that Council direct staff to update the plans and specifications and direct <br />appraisals to be updated so that property negotiations can begin. <br /> <br />Council Action: <br /> <br />Motion to direct staff to update the plans and specifications and the property appraisals for the <br />153fa/155th Avenue Extension between Variolite Street and Armstrong Boulevard. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />City Attorney <br />Director of Public Works <br />Finance Officer <br /> <br />CC: 04/13/99 <br /> <br /> <br />
