I I I I I I I I I I i I I I I i I I Insert the following and renumber all subsequent subdivisions accordingly:' "Subd. 2. Number of Dogs Permitted. On a parcel or series of contiguous parcels under the same ownership or occupancy as the dog owner, and totaling less tl~an 25,000 square feet in area, nomore than two (2) dogs are permitted without a conditional use permit. On a parcel or series of contiguous pmcels under the same ownership or occupancy as the dog owner, and totaling at least 25,000 square feet in area, no more than three (3) dogs are permitted without a conditional use permit. Amend Subd. 4 "Licensing" to read as follows: All dogs kept, harbored, or maintained in the City shall be licensed and registered. Applications for license shall be made to the Administrator upon forms provided by the Administrator. Said application shall require the owner, among other information required by the Administrator, to supply the name, age, predominant breed, sex, color and markings of each dog sought to be licensed. In addition, when the applicant or owner has been convicted of violation of Subd. 16 relative to the dog sought to be licensed, the application shall require proof of public liability insurance in the minimum amount of $300,000.00. Upon submission of the application and a certificate evidencing compliance with the terms and provisions of Subd. 5, relating to vaccination for rabies and upon payment of a fee as established by City Council resolution, the Administrator or his or her designee shall issue a license. Said license shall expire two years from the date of the most recent rabies vaccination. Section 9.02, entitled "Definitions", shall be amended as follows: Repeal the following definition: "Dog Kennel". SECTION 3. SUMMARY The following is the official summary of Ordinance 99-__, which has been approved by the City Council of the City of Ramsey as clearly informing the public of the intent and effect of the ordinance. Section 5.09.03 (Dog Regulations) shall be amended to increase the number of dogs allowed to be kept by a property owner or occupant without a special permit from the City from 2 to 3; and amend or add definitions for commercial dog kennel, private dog kennels, boarding; dog, dog owner; and amend Section 9.02 to repeal an existing defmition of dog kennel in the Zoning and Subdvision of Land Chapter 9. SECTION 4. EFFECTIVE DATE The effective date of this Ordinance is thirty (30) days after its passage and publication, subject to City Charter Section 5.07.
