PC CASE #: <br /> AUTHORIZATION TO A~,VARD CONTRACT <br />FOR ORGANIZATIONAL HUMAN RESOURCES ANALYSIS <br /> LABOR RELA TIOA&g ASSOCtA TES INC. <br /> By: Joyce Pruitt Hottinger, Administrative Services Manager <br /> <br />I <br /> <br />Background: <br /> <br />As Council has been apprised, a simple comparison of staffing levels of similar-sized cities <br />within the metropolitan area reflects the City of Ramsey is near the bottom of the list regarding <br />the ratios demonstrating staffing levels to municipal populations. On February 9, 1999, the City <br />Council authorized a request for proposals from personnel consultants for a human resources <br />analysis of the Ramsey organization At that time, it was estimated the analysis would cost <br />approximately $5,000 to $7,000, and funding would be derived from the Professional Services of <br />the Administration Department. <br /> <br /> Four written proposals were received on the closing date of 5:00 p.m. March 29, 1999. An <br /> overview of the proposals received is attached for Council review. The Labor Relations proposal <br /> includes a not to exceed figure of $8,695.00 for this study. Finance Officer Lund and City <br />- :Administrator Norman will present options at a future Council work session regarding funding <br /> sources for this project. Based on previous local government experience with this type of study, <br /> past satisfaction with the pay plan work in 1998, and project cost, Staff is recommending the <br /> City retain Labor Relations for this analysis. Labor Relations' projected completion date for this <br /> project is expected to be June 11, 1999, or approximately nine weeks from initiation to <br /> completion. <br /> <br />Staff Recommendation: <br /> <br />Based on review of the four proposals received, I recommend awarding the Organizational <br />Human Resources Analysis to Labor Relations Associates, Inc. <br /> <br />Council Action: <br /> <br />Motion to recommend award of contract to Labor Relations Associates, Inc. for an organizational <br />human resources analysis, for a not to exceed figure of $8,695.00 and a projected completion <br />date of June 11, 1999. <br /> <br />Reviewed By: <br /> <br />Copies also distributed to: <br /> <br />City Administrator <br />Finance Officer <br /> <br />HR Analysis File <br /> <br />CC 04/13/99 <br /> <br /> <br />
