NNG Elk River Loop '99 Project <br />City of Andover Special Use Permit <br />Environmental Summary <br /> February 8, 1999 <br /> <br />Envk-onment~i Rev:ew and Permiffing <br /> <br />The Federal Energy Regulatory Commission (FERC) is the lead environmental review, agency <br />with overall authority to review and authorize interstate transmission of natural gas. The FERC <br />has established an environmental review process for projects, such as Northern's Elk River <br />Loop '99 project, under the authority of the Nabl.-al Gas Act and the National Environmental <br />Policy Act of 1969. This review considers the effects to soils, vegetation, wildlife, water <br />resources, cultural resources, and land use. On February 2, 1999, Northern submitted a Prior <br />Notice application to the FERC for review and authorization of this project. <br /> <br />The Elk River Loop '99 project .is also subject to comp. liance with environmental permit <br />conditions and guidelines under the jurisdiction of other federal, state and local governmental <br />agencies. Construction is anticipated to begin upon approval of applicable permits, as well as <br />authorization by the FERC of Northern's Prior Notice application.
