That there are currently 2 accessory buildings on the property: a 1,104 square foot attached garage and a 1,200 square foot suable, for a total of 2,304 square feet of accessory building space and a remaining alletment of 2,960 square feet. That the proposal for a 5,100 square foot riding arena results in a 2,140 square foot overage in the total mount of accessory buildh~g space allowed on the Subject Property and a 700 square foot overage in the accessory building size restriction. That Section 9.11.02 Subd 5 of the Ramsey City Code restricts accessory buildixtg heights to 22 feet in the rural residential district; the height of the Applicants proposed building is 16 feet. That the City Code does allow accessory buildLngs to be sided with colored metal panels on parcels greater than 2 acres in size. That the Applicant is propos;.ng to finish the exterior walls of the propose:l riding arena with gray metal panels and a green roof. That in accordance with Sections 5.09.04 and 9.20.11 of the City Code, the indoor tiding arena will be located at least 50 feet from any residence md 75 feet frcm any property line. That the Subject Property is located in the Ci~'s d~signated Rural Service Area where development is restricted to a 10 acre minimum lot size, with density restriction of 4 units in 40 acres on a pro rata basis. : That the Subject Property is not expected to be included in the Metropolitan Urban Service Area boundary in the near future. That the proposed use will not adversely impact ~affic in the area. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare. That the proposed use will .not substantially adversely impair the use, enjoyment, or market value of any surrounding property. That the proposed use will not be hazardous or disturbing to existing or future neighboring uses.
