CASE # DISCUSSION OF NORTHERN NATURAL GAS COM~P,~2qY PIPELINE By: Cindy Sherman, Community Development Director Background: Northern Natural G~s Company is intend~g to install a 16 inch line within an existing easement that currently has an 8 inch line in the northern part of Ramsey. The line provides natural gas to NSP and Mirmegasco and is needed to t'rovide service to the area. The line is 14.7 mile3 long and runs from Hugo to Elk River. The company will be acquiring additional easement rights, some are prbposed to be temporary and .~ome are permanent. Observations: The City of Ramsey does not have a review requirement for installation this type ofpipel2-te. We were contacted by the pipeline company and told them that we did not have a permit requirement in our community for t~he general installation but permits to cross Aghts-of-way would be required. They have sub~,itted information for the permits required. They have also submitted requests for z:~ditional easement necessary for the installation of the pipeline on City owned land. They are also working with individual pro~,erty owners in ~'egard to easement acquisition. ",~ Staff did review the locations of the crossings over City owned land. There will be sc:ne tree removal on land located up on Ermine Ave. in the northwest portion of town. There ate stakes located on the property if Council members want to visit any of the sites. Recommendation: Staff recommends the City Council authorize staff to negotiate with Northern Natural Gas Co. to finalize a price for the acquisition of easements. Council Action: Motion to authorize stafft0 negotiate a price for easements on City owned land and authorize the Mayor and City Administrator to execute the agreement documents.
