Norman, City Administrator Background: Councilmember Natalie Haas Steffen has submitted 1,,er resignation as a City Council member, effective April 22, 1999 (resignation attached). According to the City Charter, the City Council shall, by resolution, declare the vacancy to exist, and such vacancy shall be filled according to the provisions contained in Section 4.5 of the City Charter. Vacancy Declaration: City Attorney Bill Goodrich will have returned from his vacation, on Monday, April 26, 1999, and will be able to draft a resolution for Council consideration. City Charter Section 4.5 states that as part of the resolution, a special election will be required to be he~d within 90 days after the vacas~cy has been declared and no less than 60 days of rmblished prior ncti. ce of such a speci, al election. Staff has determined that the earliest d~.:e a special elec:ion can be held is on June 30, 1999, and the last date possible for a s',ecial election would be July 29, 1999. The date scheduled for the special election will b ~, included in the resolution declaring the vacancy of the Council seat.
