Case #4: Request for Site Plan Review; Case of Kenko <br /> <br />Zoning Administrator Frolik stated Kenko has applied for thek exception to the moratorium and <br />are proposing to construct a 3,575 square foot office building on Lot 3, Block 1, HY-10 Ramsey <br />4th Addition. Access to the facility will be from 147th Avenue to the south, across Lot 2, Block <br />1, HY-10 3rd Addition, also owned by Kenko. The landscape plan consists of a 40 foot wide <br />landscape area along Armstrong Boulevard to be developed with a four foot berm along the east <br />and northeast comer of the property and filled in with 25 five-foot pine trees. The plan complies <br />with height, driveway and parking requirements. The exterior will consist of a combination of <br />brick and stucco finishes and the building meets all setback requirements. The waste storage plan <br />has been submitted and City Staff found it acceptable. City Staff agreed to process the site plan <br />for Kenko with the understanding that any approvals granted would be contingent upon obtaining <br />an exception to the moratorium and resolution of the urban services issue. <br /> <br />James Brommer, Kenko, indicated receiving site plan approval in 1995 and 1996. The original <br />request included construction of an office, shop and outside equipment storage area on Lot 3, <br />Block 1, II'Y-10 Ramsey 4th Addition and Lot 2, Block 1, HY-10 Ramsey 3rd Addition. The <br />new proposal is to construct only the office building. He indicated Kenko is presently leasing <br />space from another area within Rarnsey for a shop and outside equipment storage. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Nixt, to recommend that City <br />Council approve the proposed site plan for Kenko contingent upon exception to the Moratorium <br />and resolution of sewer and water issues. . <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Jensen, Nixt, Johnson, <br />Kociscak, and Wivoda. Voting No: None. Absent: Commissioner Dempsey. <br /> <br />Zoning Administrator Frolik stated the Kenko application would go before the City Council <br />March 23, 1999. <br /> <br />Case #5: Zoning Bulletins <br /> <br />Commissioner Wivoda discussed page 7 of the Zoning Bulletin on minimum setbacks and <br />compared the article to a recent discussion regarding densities. <br /> <br />COMMISSION INPUT <br /> <br />Chairman Anderson reminded the Planning Commission of the Comprehensive Plan public hearing <br />scheduled for 7:00 p.m. on March 16, 1999. Community Development Director Sherman <br />indicated ordinance items would be included on that evening's agenda. She said a draft copy of <br />the Comprehensive Plan would be distributed to Commissioners during the week of March 8th. <br /> <br />Commissioner Nixt reflected on a discussion held during the January 4,. 1999 Planning <br />Commission meeting regarding findings of fact.
