NOTE CITY COUNCI~ MEET/~G ~HNUTES <br /> <br />The Park and Recreation Commission noted the City Council regular meeting minutes dated <br />December 15, 1998, the City Council regular meeting minutes dated January 12, 1999, and the City <br />Council regular meeting minutes dated January 26, 1999. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Add Proposed Trail Segment to the Park and Trail Plan Map <br /> <br />Mr. Boos explained that at the February meeting, consensus was reached that a trail should be <br />provided for along the north side of the railroad tracks between Rarnsey Boulevard and Armstrong <br />Boulevard which would also serve the proposed technical college site. He explained the Commission <br />decided to not take action on this trail addition until after the trail open house in the event there were <br />other ideas expressed for inclusion on the map. However, due to inclement weather, attendance at <br />the trail meeting was lirn/ted. <br /> <br />Mr. Boos reviewed a map showing the proposed trail segments in this area and stated if'these trail <br />additions are approved they can be added to the master map. Also, he requested the relocation of <br />a trail to connect Bowers Drive and the Mississippi River to provide an overlook for periodic views <br />of the River. He explained that with the previous location, there is a storm sewer easement but it is <br />on a lot. He noted the location of another parcel that would be more appropriate as a River overlook <br />and asked that this modification be considered tonight. Mr. Boos stated that once determined, the <br />map will be updated and made avallable. <br /> <br />Commissioner Ostrum noted the County Road #56 to County Road #83 trail is proposed trail for the <br />future but there is currently no funding. Mr. Boos stated this is correct but with the development of <br />that area staffwill be looking at those issues. Also, if the technical college relocates the trail could <br />be a reality. Mr. Boos noted the area by Burger King where the grading for utilities could be <br />completed to make way for a trail in the future. <br /> <br />Motion by Commissioner Ostrum and seconded by Commissioner Asfahl to amend the Park and Trail <br />Map with the addition ora trail segment along the north side of the raikoad tracks between Ramsey <br />Boulevard and Armstrong Boulevard and relocation of the River overlook as presented by Mr. Boos. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Ostrum, Asfahl, Droegemuelter, and <br />LaMere. Voting No: None. Absent: Commissioners Johns and Rolfe. <br /> <br />Case #2: Outdoor Meeting Schedule <br /> <br />Mr. Boos explained that for the last few years, the Commission has held the regular meetings <br />outdoors in the months of May through September or October (weather permitting). This provides <br />the Commission an opportunity to inspect and comment on parks as a group and also affords <br />residents access to the Commission on a neighborhood level.
