NOTE CITY COUNCI~ MEET/~G ~HNUTES The Park and Recreation Commission noted the City Council regular meeting minutes dated December 15, 1998, the City Council regular meeting minutes dated January 12, 1999, and the City Council regular meeting minutes dated January 26, 1999. COMMISSION BUSINESS Case #1: Add Proposed Trail Segment to the Park and Trail Plan Map Mr. Boos explained that at the February meeting, consensus was reached that a trail should be provided for along the north side of the railroad tracks between Rarnsey Boulevard and Armstrong Boulevard which would also serve the proposed technical college site. He explained the Commission decided to not take action on this trail addition until after the trail open house in the event there were other ideas expressed for inclusion on the map. However, due to inclement weather, attendance at the trail meeting was lirn/ted. Mr. Boos reviewed a map showing the proposed trail segments in this area and stated if'these trail additions are approved they can be added to the master map. Also, he requested the relocation of a trail to connect Bowers Drive and the Mississippi River to provide an overlook for periodic views of the River. He explained that with the previous location, there is a storm sewer easement but it is on a lot. He noted the location of another parcel that would be more appropriate as a River overlook and asked that this modification be considered tonight. Mr. Boos stated that once determined, the map will be updated and made avallable. Commissioner Ostrum noted the County Road #56 to County Road #83 trail is proposed trail for the future but there is currently no funding. Mr. Boos stated this is correct but with the development of that area staffwill be looking at those issues. Also, if the technical college relocates the trail could be a reality. Mr. Boos noted the area by Burger King where the grading for utilities could be completed to make way for a trail in the future. Motion by Commissioner Ostrum and seconded by Commissioner Asfahl to amend the Park and Trail Map with the addition ora trail segment along the north side of the raikoad tracks between Ramsey Boulevard and Armstrong Boulevard and relocation of the River overlook as presented by Mr. Boos. Motion carried. Voting Yes: Chair Cook, Commissioners Ostrum, Asfahl, Droegemuelter, and LaMere. Voting No: None. Absent: Commissioners Johns and Rolfe. Case #2: Outdoor Meeting Schedule Mr. Boos explained that for the last few years, the Commission has held the regular meetings outdoors in the months of May through September or October (weather permitting). This provides the Commission an opportunity to inspect and comment on parks as a group and also affords residents access to the Commission on a neighborhood level. In the event of inclement weather, the Commission conducted the meeting at City Hall at 6:30 p.m. He requested the Commission provide Park and Recreation Commission/March 11, 1999 Page 2 of 4 I I I I I I I I
