It provides a case study of how Rock Hill, South <br />Carolina essentially developed a systematic approach to long-range budgeting and presents <br />some practical ideas for smaller cities interested in exploring this approach. <br /> <br />After you've had a chance to review these materials, we could get together and talk about the <br />specific points you would like to have covered in a study.
