His concerns are with
disclaiming conflict of interest, influence of decision, not voting on things of financial
interest, and not voting on things where there is a conflict of interest.

Councilmember Haas Steffen pointed out that you could be in a position of being in a
conflict and not even know about it.

Councilmember Anderson agreed that some things are very clearly a conflict of interest
but there are some gray areas.

Motion by Mayor Gamec and seconded by Councilmember Anderson that we
recommend Council appoint David Kent to a five-year term, Councilmember Natalie
Haas Steffen to a three-year term, Kenneth Wagner to a two-year term, Councilmember
Gerald Zimmerman to a four-year term, Glen Hardin to a one-year term, and Lydia
Scheiber and Chris Riley to six-year terms, and that City Attorney Goodrich will go to
the EDA meeting and present to them ethics and serving on the Committee and that a
copy of the City's Code of Ethics be given to each member.

Motion carried.
