LINKS SYSTEMS CORPORATION

25540 - 136 th STREET, ZIMMERMAN, MN 55398 · Phone/Fax (612) 856-2492

May 24, 1998

To:

From:

James Norman
City ~of Ramsey Administrator

Andy Lindquist
% Links Systems, Inc.
25540 136 th Street
Zimmerman, MN 55398

Re;

Professional services for a 'Feasibility Report' of a proposed golf course

Thank you for the opportunity to meet and discuss a proposed Par 3 course. I look forward
to working with you and your staff in determining the feasibility of such a project.

Links Systems, Inc. shall provide the following:

Work at the direction of City staff to develop a report detailing the feasibility of creating a
Par 3 (Nine hole) course on the property located on (and directly south) of the 'Waste
Management' area between Regency Pond and Sunfish Lake Blvd.

Considerations included in the Report shall be:

- The proposed course layout should not impact potential development of a zoned
"Industrially Park" property 300 ft. north of future CR 116 and 800 ft. west of
Sunfish Lake Boulevard. It is the intent of the City to have the proposed
Industrial Park contain professional businesses (white collar type employees)
which would use the course's intrinsic beauty and amenities for enhancement
of their businesses operations.

- The proposed course is to use the existing topographical features to create a course
that pleasant for play for all ages, not too difficult and with an average playing
time of 1-1/2 hours.

- The proposed course shall contain only Par three holes.., generally ranging from 90
to 230 yards in length with multiple teeing areas per hole.

- There are areas contained within the property that have been stripped of its natural
topsoil, thereby requiring special use and reclamation needs.
