As <br />usual, the City Staff has been most cordial and helpful in assisting Lord of Life in its <br />development plans. <br /> <br />I have made some approXimate meaSurements of the proPosed right-of-Way acquisition <br />from the LOL property 'for the Trunk Highway 47 improvement project. As we <br />discussed, the church would be interested in a land exchange should the City acquire the <br />residential parcel south of the Katnis property (the "Residential Parcel"). I have also <br />assumed, for the sake of this exercise, that the City would also want to acquire a <br />permanent drainage/ponding easement over a portion of the LOL property, and would <br />need extensive slope easements to cut the hill and remove a large portion of the stand of <br />trees which flank the west side of TH 47 just north of the present intersection with CSAH <br />5. <br /> <br />My rough calculations indicate that the Residential Parcel would contain about 2.4 acres <br />after the road construction is complete. The right-of-way needs and permanent drainage <br />easement taken from the LOL parcel would comprise about 1.7 acres. Without benefit of <br />a formal appraisal, common sense tells me that the per square foot valuation of the LOL <br />property, particularly in the southerly "point" would likely be significantly greater than <br />that of the Residential Parcel, and I speculate that this difference would likely more than <br />make up for the difference in size. <br /> <br />The vegetative buffer that exists on the southerly "point" is a stand of mature trees, which <br />presently serves to screen the view to and from TH 47 from the LOL campus. In <br />particular, it serves to define the southeasterly property line, and would serve as an <br />excellent backdrop for the Memorial Gardens (cemetery). However, we understand that <br />this stand of trees will be largely destroyed by the need to cut the hill, and that amenity <br /> <br /> <br />
