Box 278 <br />Crestview, Florida 32536 <br /> <br />Dear Mr. Kimura: <br /> <br />Enclosed please find a copy of an article that I wrote for the League of Minnesota Cities magazine three <br />years ago regarding the regulation of peddlers, solicitors, and transient merchants. Attached to the back <br />of the article is a model ordinance that was developed in an attempt to provide cities with a guide for <br />adopting an ordinance that would address the types of issues local officials have to deal with in relation <br />to these types of sales while complying with the assorted legal requirements imposed by State and <br />Federal laws and court opinions. <br /> <br />As we discussed during or phone conversation of last week, the League attempts to track legal concerns <br />on matters such as this issue. We then try to keep our membership informed of proper procedures <br /> . ¢1 .';). . ~, . . <br />through thc usc of our monthly magazine and our/~ics Bulletin which ~s a newsletter printed weekly <br />during the legislative session and biweekly during the~'s,t of the year. We filso develop model <br />ordinances such as the one en.elosed, and informational memos that discuss the issues in more detail. In <br />.addition, we do periodic training workshops on what we consider to be the "hot" issues or those <br />generating the most claims against cities. While I don't believe we have led a recent workshop on <br />peddlers, solicitors, and transient merchants, it is a topic that may lend itself to a future training session. <br /> <br />We also offer individual assistance to cities upon request, and we field over between 8,000 and 9,000 <br />telephone.inquiries a year from city officials on a wide variety of general municipal issues. <br /> <br />If you have any questions about the enclosed materials, or if you are aware cfa court opinion that might <br />change the advice we have been giving to our members on peddlers, solicitors, and transient merchants, <br />please feel free to contact me again. While the League must provide information in a way that is of most <br />benefit to the cities, we are interested in the concerns of private individtlals and companies as they make <br />up the constituency our members represent.
