I <br />didn't catch who you were at the beginning. <br /> <br /> LARRY BAKKEN: I'm Larry Bakken. I <br />teach at Hamline Law School, and then I teach <br />in a public administration program at Hamline. <br />I've been at Hamline for 27 years. I've been <br />teaching in the graduate school for 16. I do <br />public conflict resolution. One of the areas <br />that I teach in is public conflict, public <br />decision making. I'm an arbitrator and a <br />mediator. I'm trained to be a neutral for the <br />Supreme Court -- or the Minnesota Court -- <br />Supreme Court. I've got training in a lot of <br />different places. I do a lot of teaching here <br />in the United States, and actually around the <br />world on this subject. <br /> <br /> You need to know also that I'm -- <br />I've been a city council person and a mayor in <br />the past. And I'm on the National League of <br />cities. My interest in doing this is to see <br />that there's real good participation by the <br />citizens. Now, whether or not, however you <br />see your conflict, they have a -- a <br />responsibility of making a decision for the <br />entire city.
