CASE # ~.~

I
I
I
I
I
I

I
I
I
I
I
I
I
I
I

CONSIDER ORDINANCE TO ESTABLISH NO WAKE ZONE ON RUM RIVER
By: Zoning Administrator Sylvia Frolik

Background:

On June 9, 1998, the City Council conducted a public hearing regarding a proposed ordinance to
establish no wake zones on the Rum River. At that time, Council was apprised of the 4 areas on
the Rum River that Andover had suggested as likely areas for no wake zones. (Establishment of
a no wake zone must be by a cooperative effort of communities on both sides of the river in the
area of the no wake zone.) Area 1 was at the northerly end of Rum River Central Park, Area 2
was at the southerly end of Rum River Central Park, Area 3 was in the vicinity of the Scout
Camp, and Area 4 covered a distance approximately from 153rd south to 151st Avenue.

Per Council's direction, Staff notified Andover Staff that the Ramsey City Council was only
interested in establishing a no wake zone from 1514 to 153~'. Andover replied that they would
not pursue Areas 1, 2 and 3 and desired to proceed with Ramsey to establish a no wake ordinance
for Area 4 (151~ to 153~.

As a result of the public hearing in 1998, the Ramsey City Council stated an interest in
establishing a no wake zone from 151~ to Ramsey's southerly border. A no wake zone for this
portion of the river would require a joint effort with the City of Anoka. Staff approached the
Anoka Planning Department to determine any interest on Anoka's part for a no wake zone.
Anoka wanted to see additional information from the Lower Rum River Water Management
Organization before making any commitment for no wake zones. Staff continues to pursue this
effort with Anoka.

Observations:

Both Ramsey and Andover submitted their proposed ordinances for a no wake zone from 151~ to
153~ to DNR for review. Ramsey and Andover have received written approval of the proposed
no wake ordinances from DNR.

Since it has been almost a year since the public hearing for the no wake ordinance, Mr. Goodrich
has advised Staff to conduct another public hearing prior to adopting the ordinance.

The following items are enclosed for your information:

a)
b)
c)
d)
e)

Exhibit showing 4 potential areas for no wake zones
City Council public hearing and regular meeting minutes dated June 9, 1998
City Council meeting minutes dated June 23,1998
Extfibit showing selected site for no wake zone
Proposed ordinance for no wake zone
