On May 4, the Planning Commission reviewed the site improvement proposal and negotiated with Duke Grosslein for some curbing on the south and west property line around the new pavement to be laid and adding some plantings to the rock boulevards along Tungsten and Riverdale in lieu of the 20' greenspace Code requires along public roads. "' On May 11, the site plan proposal was submitted to City Council ~'or approval. At that time Mr. Duke Grosslein indicated that per the recommendation of the Planning Commission, he is willing to provide curbing on the south and west perimeter of new pavement on the south side of the building. However, he was not in favor of installing curbing aound the perimeter of the pavement on the north side of the building that is proposed to be receive an overlay. He also offered to provide the 'greenspace' as required by Code along Tungsten and Riverdale by removing the existing landscape rock and replacing it with underground irrigation and turf. On May 11, some of the Councilmembers expressed concern with the fact that the proposed site improvements and upgrades did not include installation of curbing around the existing pavement. The Council tabled any action on the request until May 25 in order to give councilmembers an opportunity to inspect the site prior to making a decision. The site location map and project site plan are enclosed for your information. Recommendation: The Planning Commission recommended that City Council approve the site improvements at 6228 Hwy. #I0 N.W. provided they include concrete curbing along the west and south property line and the addition of some plantings in the rock area parallel to Riverdale and Tungsten. Staff is of the opinion that Mr. Grosslein's offer to replace the landscape rock along Tungsten and Riverdale with underground irrigation and turf is more in keeping with the Code requirement for greenspace adjacent to public roads than the original plan for rock and trees.
