I <br /> <br />I MAKEN PROPERTY FEASIBILITY STUDY <br /> By: James E. Norman, City Administrator <br /> <br />IBackground: . <br /> <br /> In 1996, the City, along with Anoka Electric Cooperative (AEC), was in the process of <br />I discussing the purchase of a 56.7-acre parcel of property described as the Royal Concrete <br /> property owned by L.W. and Diana M. Makens (map of property attached), which is an <br /> area to the southwest of AEC Energy Industrial Park. City files show discussions of the <br />I property up through early 1997; however, staff is unable to determine why negotiations <br /> were terminated. A great deal of interest in the property has surfaced recently as to <br /> potential industrial users who would require rail access and bring about a City rail <br />I industrial park. <br /> <br /> In order to determine the feasibility of such a rail industrial park, a variety of tasks would <br />I need to be performed so as to provide an adequate amount of information for <br /> consideration to develop a rail industrial park. Staff has entered into discussions with a <br /> consulting firm that would provide an assessment of the property, develop cost <br />I and tax The firm of Richards, Richter & <br /> projections <br /> revenue <br /> consequences. <br /> Associates, <br /> Inc., (RAA) provide professional consulting services specializing in comprehensive <br /> project management, analytical services, inter-governmental coordination, and strategic <br />I planning (firm description and proposal by RAA attached).
