I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />Summary Proposal <br />City ofRamsey - Maken Property <br />April 30, I999 <br /> <br />General Description <br />RRA would provide project management services including planning, ct)ordination, and <br />oversight of a team of experts to achieve the goal of redevelopment of the site known as the <br />Maken property. <br /> <br />Project Team <br />The team would consist of RRA, Braun Intertec, and engineering firm, and a financial consulting <br />firm. RRA will work with the City and its consultants, such as Advance Resources, to ensure <br />that the project moves quickly and efficiently, taking advantage of available information and <br />work that has akeady been completed. <br /> <br />Tasks (Parts 1 & 2) <br />Part 1 <br /> <br />Estimate clean up and other site preparation costs <br />RRA would use Braun Intertec to conduct an ASTM Phase I environmental assessment <br />(records search and site examination) to get a preliminary assessment of the history of <br />environmental contamination on the land, and to determine whether more in-depth <br />research regarding possible contamination would be needed. On the basis of this work, <br />preliminary cost estimates for clean-up would be provided to the City. <br /> <br />Analyze financial impacts and model various scenarios for development of the land <br />RRA would work with financial advisors to review TIF considerations, and to determine <br />land value, tax revenue consequences, and other financial impacts associated with <br />redevelopment of the land. All cash flows would be included in a model that would <br />display the possible impacts of a range of financial variables. <br /> <br />~Estimated cost for Part 1 Tasks: $15,000 - $.25,000 <br /> <br />Part2 <br /> <br />o <br /> <br />Arrange for City to acquire land <br />RRA, working with City staff, would contact present owners to discuss possible purchase <br />of property. RRA would proceed to negotiate a purchase on behalf of the City, or to <br />prepare documentation to support possible condemnation proceedings. If condemnation <br />is necessary, RRA would work with the City's legal advisors to achieve a successful <br />condemnation. <br /> <br />o <br /> <br />Oversee site clean up and preparation costs <br />RRA would analyze options for the City, and prepare a recommendation regarding steps <br />to be taken to prepare for marketing of the property. RRA would work with the City to <br />align the site preparation work with the City's goals regarding the type of business that <br />should be attracted to the site. <br /> <br /> <br />
