I
I
i/

I
I
I

I
,iI

I
I
I
I
I
I
I
I
I

CAS S /d

REPORT FROM THE PUBLIC WORKS COMMITTEE
By: Steve Jankowski, City Engineer ,..

Overview:

Attached is the agenda for the May 18, 1999 Public Works Committee meeting. The
Committee met and took action on Case #1 through #5. Case #6 was discussed, however,
no action was taken. Case #7 and #8 were tabled due to time constraints and will be
discussed at the June 15, 1999 Public Works Committee meeting.

#1: Request for Stop Signs at Various Locations

The Committee reviewed requests for stop signs at three intersections: Tungsten Way
and 144th Lane, Potassium Street and 143rd Lane, and Waco Street and 142nd Lane.

The intersection at Waco Street and 142nd Lane has a 24-hour traffic count of 1,319
vehicles per day, which places it into the lower threshold of a collector street traffic
volume. It was noted that there were two accidents at the intersection in the past five
years, both of which occurred prior to the placement of the existing stop signs on the
south and west legs of the intersection. There have been no accidents since the placement
of the existing stops, and placement of the third stop would cause approximately 600
stops for the predominant movement, which is a free fight turn. The Committee,
therefore, agreed to not post an additional stop sign at this time, but would reconsider if
an accident problem developed.

The remaining two intersections are both low volume intersections and are located in the
same neighborhood. In addition, a resident of the neighborhood was in attendance to
request a stop sign be placed at the intersection of Potassium and 146th Avenue. The
Committee directed that the traffic patterns of the neighborhood be analyzed and a
comprehensive signage plan be developed and brought back to the Committee at the June
15 meeting.

Council Action:

Since no changes are being recommended, no action is required at this time.

#2: C.R. #116 Corridor Study

Attached to this case is a draft Joint Powers Agreement (JPA) between Anoka County
and the Cities of Ramsey and Anoka. Also attached is the scope of a corridor study along
C.R. #116 from C.S.A.H. #7 on the east and T.H. #10 on the west. The cost of the study
is anticipated to be between $40,000 to $50,000 with Anoka County paying one-half the
cost. The Cities of Ramsey and Anoka would split the remaining half 35%/15%,

~[RA_FSIIg'OLIluserslJThieling~JOICOUNCIL&ICITYCOUNlI999~MaylRepPF/52599. doc 05/20/9905/20/99
