Case #7: Issuance and Sale of Industrial Development Revenue Bond (Knoll <br /> Properties, LLC Project), Series 1999A <br /> <br />Community Development Director Sherman stated that the City had previously agreed to <br />work with Knoll Properties on the issuance of Industrial Reven~ue bonds to assist in <br />financing their relocation to the City of Ramsey. The City took action on December 8, <br />1998, to show intent of supporting this project in order to facilitate their ability to make <br />application to the State for eligibility for funding from this pool of bonds. The City held <br />a public hearing on March 9, t999, authorizing the sale of the bonds and now the Council <br />is requested to approve the issuance and sale of the bonds. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Hendriksen to <br />adopt Resolution #99-04-069 authorizing the issuance and sale of $4,500,000 Industrial <br />Development Revenue Bond (Knoll Properties, LLC Project), Series 1999A to finance a <br />project. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen <br />and Zimmerman. Voting No: None .... <br /> <br />Case #8: Discussion of Northern Natural Gas Company Pipeline <br /> <br />Community Development Director Sherman stated that she and the City Engineer went <br />out with the pipeline company and reviewed all five sites. Site #1: Ermine - There are <br />some trees in the right-of-way that will be removed. #2: This goes through parkland in <br />Shawn Acres. There are small pine trees in the way but they will be able to be <br />transplanted. #3: Ermine - This is also on Ermine and it's another lot where the pipe <br />would go through parkland and a few trees will have to be removed. Staff did not get a <br />chance to establish a value. Ms. Sherman asked for authorization to continue negotiating <br />and to execute them once they have taken place. <br /> <br />Councilmember Anderson stated that she still fails to understand why' we should do this. <br />One alternative has been identified Why do we want to allow any destruction of trees <br />until an alignment is identified. What if FERC says "let's go with the alternative". Will <br />we end up with two pipelines? She hoped that in all these discussions that we do not end <br />up with two pipelines coming through Ramsey. <br /> <br />Ms. Shermhn responded that FERC will identify alternative sites, which could mean <br />additional pipelines in Ramsey. She felt they would be looking at consolidating the lines <br />and added that pipeline discussion will be on the May I 1, 1999 agenda also. Separate <br />· from the FERC process, the pipeline company is proceeding to get easements. They will <br />not begin any digging or anything until they know where it is going.
